Each map has a capital which is set to permanent (no upkeep necessary).

Non-citizen role settings for capitals:
NOTE: Keep in mind that if there is a mine within the settlement, check the appropriate boxes for mining. The example below is if there is no mine within the settlement. Case in point, Northland Gates has a mine and has perms for mining iron, rock and other ores.
