Possible causes:

1. Hover over the skill in the Skills window and make sure you've reached the skill you need. The Skills window rounds up.
2. Look at the percent chance to craft the item in the crafting window. Using higher quality materials will cause the percentage to go up and increase your chances of crafting the item. If you can't craft higher quality materials ask for help in GL Freedom chat.
