 Formula to determine refill amount per tick based on the cast:

 In the above formula .01 is used to move the decimal point left two positions.  Simply put, if your cast is 41 your refill rate will be .41kg every 30 seconds.  Likewise, if your cast is 103 your refill rate will be 1.03kg every 30 seconds.
